Your machine forms a stitch by passing the top thread through the fabric and locking it with the bobbin thread underneath. The top tension dial and the bobbin spring each pull their thread. When both pull with equal force, the threads meet inside the fabric and the seam looks the same on both sides.
When one side pulls harder, the balance shifts. Too much top tension pulls the bobbin thread up and the seam puckers. Too little top tension lets the bobbin thread show on top or form loops underneath. The goal is not a magic number. The goal is balance for the fabric, needle, and thread you are using right now.

Controlled by a small screw on the bobbin case (or built into drop-in bobbin housings). It should be the last thing you adjust. Start with the top tension and needle first.
A needle that is too fine for heavy fabric deflects and skips stitches. A needle that is too heavy for light fabric distorts the weave and causes puckering. Match the needle to the thread first, then the fabric.
Heavier thread needs more room in the needle eye and more tension to lie flat. Light thread under heavy tension snaps or shreds. Use the same brand and weight in the top and bobbin when you can.

Stretch stitches and overlock stitches use more thread than a straight stitch. They often need slightly lower top tension and a longer stitch length so the seam can stretch without popping. If you sew a lot of knits, keep a separate bobbin case threaded with a slightly looser setting so you do not have to re-dial every time.
When you cross a thick seam, like a jeans hem, slow down and use the hand wheel for the first few stitches. The needle deflection on thick layers is a common cause of skipped stitches that people blame on tension.
